Added optimizations to reduce filesystem IO used during the install and upgrade processes.

When the "Database Table Prefixes" setting is set to the "Abbreviated" option, the default table prefix value has been updated for many apps to match the vendor's default value. This helps make installing modifications, themes, and addons more seamless. The "Random" option continues to provide a completely random prefix.
Application Browser: Fixed a problem for some locales that caused the icon grid to lose correct formatting.
cPanel/WHM: When the cPanel API fails to create a database, a database username will no longer still be created.
